Property Developers in Dubai and the UAE

All developers here work under state regulation. In Dubai they need a RERA licence, register off-plan projects and keep buyers’ instalments in escrow. Other emirates have their own regulators. Eight are also owned or part-owned by a government or sovereign fund.

How we tag developers

  • Our brokers’ pickThe developers our brokers sell most often.
  • Government-backedA government, a ruler-owned holding such as Dubai Holding, or a sovereign fund such as Mubadala owns the developer or holds a block of about a quarter or more. A tag describes ownership, it is not a quality rating.
  • Listed on DFM / ADXShares trade on the Dubai Financial Market or the Abu Dhabi Securities Exchange, so the company publishes audited reports.

  • Nakheel. Part of Dubai Holding by order of the Ruler of Dubai (Dubai Media Office, 16 Mar 2024).
  • Meraas. Part of Dubai Holding, controlled by Dubai's ruling family (Dubai Holding website; Zawya).

Types of real estate developers in Dubai

Dubai real estate developers range from state-backed master developers to small firms with a single building. The type tells you what to check first.

Master developers

They build whole communities, with roads, schools and parks, over many years. Examples: Emaar in Emaar South, Nakheel on Palm Jumeirah, Aldar on Saadiyat Island.

Check firstHow much of the community is finished today.

Building developers

They deliver one tower or a small cluster, often in JVC, Business Bay or Arjan. Each project stands alone.

Luxury and design-led developers

They compete on design, finishes and location, at higher prices. In our catalogue, Nakheel starts from $3.11M and Meraas from $2.32M.

Different price segments

Starting prices in our catalogue begin near $160K with Binghatti and Azizi and pass $3M with Nakheel (October 2026).

Large portfolios and new names

A developer with many finished buildings gives you many places to inspect. One on its first or second project has a short record.

Choosing a developer

How to choose a property developer in Dubai

A famous name is a good start, and one factor among several.

Tick what you have already verified.

The developer and the project are two separate decisions

A strong developer can still build a project that does not fit you. Emaar has 48 projects in our catalogue across more than ten areas, from Emaar South and Dubai Creek Harbour to Ras Al Khaimah, with starting prices from $617K to $2.64M. Under one name, projects differ in location, construction stage, layouts and specifications, community and infrastructure, price and payment plan, handover date and running costs. We check the developer once and every project separately. When you are ready to look at buildings, browse projects by developer, price and area.

Choosing a developer for ready and off-plan property

Ready home

Visit the finished building

  • Walk the common areas, lifts and car park.
  • Ask the owners’ association what the service charge is per square foot, and how it has changed.
  • Ask neighbours how quickly the management fixes problems.

Off-plan

Check the developer and the paperwork

  • In Dubai, off-plan property developers must register each project with the Dubai Land Department, and your instalments go into an escrow account.
  • Compare the construction progress with the schedule.
  • Read the payment plan and the handover clause in the sales agreement.
  • Other emirates have their own regulators, so the checks differ in Abu Dhabi and Ras Al Khaimah.

Questions buyers ask about developers

How do I choose a property developer in Dubai?

Start with the projects a developer has finished, not the ones it has announced. Compare handover dates with the original promises, visit a completed building and check how service charges have changed. Then judge the specific project you want to buy.

What should I check before buying off-plan from a developer?

In Dubai, check that the project is registered with the Dubai Land Department and has an escrow account, and look at the current construction progress. Read the payment schedule and the handover clause in the sales agreement. Other emirates have their own regulators and rules.

How can I compare real estate developers in the UAE?

Use facts you can verify for developers in the UAE: where they build, how many homes they have handed over, their price range, and whether they are listed or government-backed. The comparison on this page puts these side by side for developers in our catalogue.

Is a well-known developer always the right choice?

Not always. A known brand usually brings a longer record, and each project still differs in location, price, payment plan and handover date. Judge the project as well as the name.

Who are the biggest developers in Dubai?

By homes handed over in 2026, the largest are Emaar (5,475 homes to 15 October), DAMAC (3,556) and Select Group (2,703) (DXB Interact). Size shows delivery capacity. Whether a particular project fits your budget and goal is a separate question.

Can Mint help me compare developers and their projects?

Yes. We compare developers on track record, price and payment terms, and shortlist projects that fit your budget and goal, ready and off-plan side by side. It is free for you.
